My battery is fully charged so when I turn the key it turns over quickly, but unlike the past few months, it won't start. As you all know there are two large terminals on the GPR. In my attached picture the lower one shows 12.3 V and the upper one shows 11.3 with the key on. But then I noticed that after 20-30 with the key on the lower terminal is too hot to touch. Is that normal? Or should I replace the GPR?

Your help would be appreciated,

Clean the cable ends and try it again. Corrosion creates resistance and that creates heat. Clean posts and connectors will not get too hot.

The voltage drop across the GPR terminals is about right, the lower terminal is the battery + power, as said, clean and/or tighten the nut.
