I ran into the same problem this weekend taking my rims off....My plastic center caps started to rattle like a mother so I took them off for the winter...and seeing that you are in PA along with me I found that all the road salt and crap from the snow we got last week packed itself between my rim and hub.... Im considering putting them back on just to keep all that crap out and just dealing with that rattle...

A strip of tape around the outside of the cap will stop the rattle.
