There is a spring that keeps tension on the needle to stay at 0 and it might be broken. If you take the cluster apart im sure you could find the problem.
turns out someone jamed the cluster back in bending it took out the 2 pass side skerws and it went back to 0. moved all the wires around and put it back in the right way and works like a charm!
