Ford C2 pumps whine sometimes from a fresh rebuild....sometimes not....the noise though annoying, is not a problem in and of it's self if the pump is working satisfactorily. Keep an eye on it, maybe a fluid flush time Gary, and perhaps add in a filter with a magnet? There are inexpensive inline filters for PS pump return lines specifically with magnets to draw out worn ferrous material.

Just a thought....get about oh...gallon or two of new PS fluid...replace return line and have it go to a catch can, drain PS pump then cap off the return line on the bottom of pump once it has drained....add clear PS fluid and start vehicle...run, add fluid as it's pumped out carefully watch...flush out old fluid, don't forget to turn wheel both ways too...need to get all fluid from box...then once fluid runs clear, stop.
Install magnefine filter in return line, put return line on pump, and then top up pump accordingly and then do same, turn wheels with truck running and wath fluid level add if needed....
Maybe this will work maybe not....you do it...you take yer chances
