no throttle response after about half throttle?

Hello everyone,

Not sure if this is normal or not with a N/A 7.3 IDI, but when I floor it it doesn't make any difference in acceleration compared to half throttle. It's like there's nothing there. Anything over half throttle is useless and doesn't increase acceleration. Is this normal or is my pump worn out? I just replaced the throttle cable since it broke not too long ago so it's not that.
