Tensioner is easily available and relatively cheap. I think you can use other models of tensioner (your's might be the exposed spring but you can use the closed). Check out rockauto... I see lots of options for way less that $300.

In your case it would be better to know the year of the engine if it has been swapped but I think all years of 7.3 will be compatible.

This might help:

Open and close spring tensions do not interchange, they use different accessory brackets

So according to the other form I need the enclosed spring tensioner to get rid of the shock tensioner but there saying I will probably have another issue as a bent or broken bracket from my understanding let me know if i understood it right

Since your busted one has a tensioner I believe you need a closed tensioner like this https://www.rockauto.com/en/moreinfo.php?pk=950716&cc=1124659&jsn=955

Yes, it is possible the shock type was installed to "solve" a problem. It could have just been a motor out of a sever duty or something (ambulance?). I don't know if vehicles came with that option or if it was a "fix" part. For the price, buy the standard closed one and try it.

If you want to pick one up locally, looks like Oreilly's and Napa both stock this one. For what it's worth, I've run both the shock absorber as well as the closed spring version. I think both tensioners are pretty crummy as I had both grenade on my IDI. My theory is the diesel vibration is what kills them, but thats a theory and it should be treated as such. I'd keep a spare belt and tensioner in your truck.

Good luck
