My 99 7.3 will not turn over, what am I missing?

You have a cabling problem. Check ALL your grounds and make sure all cables are clean and tight.

How long does the (wait to start) come on? Engine has to turn over at least 300 to 500 RPM, has to build at least 500 HPOP PSI, Disconnect the ICP, that lets the PCM take over. Is there oil on the wires of the IPR, that would indicate it's leaking and not controlling the injector pressure correctly.
What RPM are you seeing when cranking?

I don't think you all are following. From the last post, sounds like he got it figured out. It was the fender solenoid.

I am still confused as to why I went through so many solenoids. A get that new ones can be faulty. But the other two tried tried came of running trucks!
