An 02 dosent have a glow plug relay. It has a controller on the driver fender that turns the glow plugs on and off.

I would start with a compression test. Like said before, if thats ok its very fixable. If not, RUN! Mine will start fine w/o glow plugs if it is above 40*F so you can use that as a judge (it has 287k on it)

Since when did the 7.3 do away with the GP relay?

The cali emissions trucks have some weird controller stuff happening, but standard non cali trucks ran the standard relay setup right until the end in 03, or at least every one I have seen has.

There is nothing different about a cali truck except pcm programming.and injectors

Might wanna check the years and motor sizes on those trucks.that is the gpcm for a 6.0.the 7.3 always had a relay controlled by the ecm.there were 2 different relays used.

The PDF file I have is from ford and its for cali trucks for 2000 up, I just have to figure out how to post it. They may have also been used in 6.0's but they were definatly used in 7.3's

That is the 7.3 controller, it's the same one as used on 6.0 and 6.4 trucks. Cali 01-03 Trucks, and all Excursions use them. They actually monitor all of the glow plugs and will throw codes for dead glows.
