"issues with starting" a common problem with an easy solution?

my bro is kinda looking for a truck and i came across this add of a 95 PS that has "issues with starting" is there a common PS problem that this could be or should i stay cleer of this truck

could be glow plugs or GP relay

Depending on actual build date, there could also be HPOP drainback issues.....
however I would start with the obvious as posted by Rob---UVC harness/GP wiring/relay
