help...tilt steering removal

I'm in the process of replacing the ignition actuator pin in my steering column and have reached an impass...the tilt unit will not come off the shaft. I've taken the c clip off and removed the pivot pins so the whole unit is free yet it moves about an eigth of an inch and binds...do I need a puller or is there something I've missed.

Stick your tilt lever back in and run it like you are lowering the wheel and it will probably pop apart.

This is what I'm trying to remove from the shaft, (with thanks to 94f450sd for the picture). Is it just suppose to slide off or do you need a puller to get it started. I don't want to force it and cause more damage if there is something still holding it on, (I've removed the C clip and pivot pins already).
