hazards not working

On my 1986 E350 Van, both the hazard flasher and the turn signal flasher were behind the little instrument panel (LIP) that contains the headlight switch and the wiper switch. The hazard flasher was easy to find. In fact, it could be found without removing the LIP just by sticking your head under the dash and looking up. The turn signal flasher was hard to find even when the LIP was removed. I had to reach my hand in the access created when the LIP was removed and feel around for it. Visual inspection did not reveal it. It was located in the direction towards the speedometer.
