Yup, those are correct. Once installed, as you rotate them, the offset hole moves the radius arm up and down, which tilts your I-beam axle forward or backward.

That's the locking tab. That sits between the adjustable bushing and the bracket attached to the frame. The long end bends forward over the bracket and the short end bends up on to the square side of the bushing. That way it stays where you set it.
