OK since its dropped down into the teens I'm having problems with my fuel filter plugging up on my WVO the tank is warm enough and the lines warm up to the FSV but from the pump and my factory filter it gets cold so where is the heater and is it on all the time or what how does it work cookoo

The heater is a plate in the filter head. From my reading (ie zero actual experience) the heater is not enough for WVO in the winter. One of the pictures I saw of someone's setup, they had made a fuel filter heater by wrapping the filter with copper tubing. Engine coolant running through the tubing heated the filter.

I tried to find the picture that I had seen before, but did not find it. This is a diagram showing the coolant flow and a fuel filter.
