Do check the core support for rust. Judging from the picture above, the passenger side is sinking a bit.

Yah, or the bumper is shifted up a little higher on one side than the other - maybe from someone trying to lift the PS front wheel off the ground using bumper jack (or highlift) under the bumper on that side.

Don't ask me how I know that this can happen....

Pulled the bumper off this weekend and it's the bracket on the pass side was missing a bolt and looks like the bumper was pushed up. Replaced all the bolts w/g8 hardware and is now centered. Also took the bed off and spent 3hrs sandblasting it. It is primed and awaiting fresh paint and then Rhino liner on it.
