Clicking Noise in dash

ok so I just bought a 94 F350 cc dually with a 7.3 turbo with 203000 miles and I have noticed that when I am driving or the key is turned back to the accessory position I here a clicking noise in the dash behind the glove box it drops my voltage gauge to around 10volts also it will jump my temp, fuel and oil gauges and cause a little static in the radio but it only last a sec however it does this every 5-10 secs I removed the glove box and tracked down the noise maker it is a little black box but I don't know what it is or if something else is causing the box to click can u guys help

The little black box behind the glove box is the wiper control module.

Turn your key on and wiggle the blinker lever,if it starts clicking you have a broken wire inside the multi function switch(blinker switch).i bet one or more of your delay wiper settings dont work.

The box itself does go bad,rarely though.
