That smaller hose inside of the filler is what lets the tank vent while filling! Without it air gets trapped in the tank and makes it difficult to fill.

To be clear, where is that hose supposed to go? I would imagine it should be going into the tank to allow air out. I made sure it was pushed into the tank when I installed it but it probably got pulled out during the battle I had with it re-installing.
