I would be looking at the "soup can" vacuum reservoirs. 3 of the 5 Ford trucks the family owns had cans with holes rusted through them. Vacuum leaks mean poor brakes, no cruise control and funky HVAC control functions.
Another issue I ran into was a failed rear antilock brake valve. Brakes would never get a good pedal until that got replaced.
I'd also be looking for leaks in the brake hydraulic system. The pedal should not be hitting the floor even with a failed booster.
