brake lights not working still

Those relays work on heat. The heat comes from the current draw of the bulbs. No bulb load it will not flash. Take the new flasher back out and make a jumper and jump the terminals out on the back of the fuse box where it plugs in. Then activate the emergency switch. All turn bulbs front and back should be on solid. If they are out or some are not working, that is why the flasher is not working.

Do you by chance have led bulbs in your tail lights? That will change the resistance in the circuit too.
