Brake Booster Design Question

Just bought a used brake booster off a fellow who smoked a cigar and talked to me about his previous customer’s boobs—what could possibly go wrong, right?

My question: is the green foamy bushing sleeve that surrounds the pedal rod where it enters the booster an integral part of the system? Cause it looks like mice and spiders got to it first.

Anything delicate in these that could get clogged by cobwebs? Would rather not bother installing it if it’s clearly junk.

I’m starting to think the booster is just wishful thinking anyhow. Probably my vac pump, being as erratic as the whole situation is. But the fact that my new belt just won’t get tight bugs me, since the issue only started after my old one was clearly shot to pieces.

Still stuck as a greasy hobo in a weird town, any help much appreciated.

I had a bad vac pump and a bad booster my RV. They are hard to get on it, a booster made for vans only for only 3 years. Got lucky, ordered one on ebay from AutoZone. The AZ website itself was sold out.
