As the title implies, I have spongy brakes with intermittent brake and abs lights. I suspected the vacuum pump? I tested with a gauge and got 18" at idle. Any suggestions? Thanx in advance.

Low vacuum causes a HARD brake pedal with no assist, not a spongy pedal. A spongy pedal is caused by air in the lines or the master. The HVAC controls should work with 18" vacuum, so I would check the lines on the pass side of the engine compartment. The main line goes in through the firewall near the pass side hood hinge.

How do I diagnose the problem between the two? I can't "pump up" the brakes like I have been able to in other vehicles with air in the brakes. Can these brakes be bled manually or is a pump reccomended? Also the e-brake doesn't hold very well. I replaced one cable recently. Thanx in advance

Are your rear brakes adjusted properly? This can cause a poor e-brake and sinking pedal, as the MC is trying to get the shoes to push all the way out.
I agree. Lift the back of the truck up, dig out the rubber plug, and put a adjuster tool or the appropriate screwdriver in the hole and adjust the brakes out till you can't turn the tire by hand. Then back them off till you can turn the tire, and there is a little bit of rubbing. Do both sides like this.
