Also I just found out number 22 fuse is blown and apparently the circuit is shorted out somewhere because a new fuse blows as soon as the key is turned on

Unplug the fuel heater and replace that fuse. It should start up.

Fuel heater most likely has shorted out.

With fuse 22 blown, no programmer or scanner will connect to the PCM.

I would say pcm before idm.
Pcm controls the glowplugs and the check engine light.
The edge may not be able to pull the real codes.
Also check the relays. I believe there's one for the PCM.

Refer to the owner's manual, and disconnect EVERYTHING associated with fuse #22. Then install a new fuse, and turn the key to RUN. If it doesn't blow, turn the key off and start reconnecting things, one at a time, and turn the key on at each step, until it blows. That will tell you what has shorted out. IIRC, your truck has both a glow plug relay and a similar high-capacity relay for the intake air heater. On the earlier models, the GP relay was also energized by this same circuit. Same may apply, along with the IAH relay, to your truck. So I'd start by disconnecting those relays.
