Pulled the top of the pump off and it is full of fuel. Also have fuel coming out the pump to the tank return line.
Sound like something inside the pump is stuck closed?
It is regular diesel fuel with Diesel Kleen additive in it. Injection pump probably has around 20-25K miles on it...same as injectors.
It hasn't gotten any fuel coming out of the injection lines and I have cranked it over for a pretty long time.
I even pulled the 12Vdc off from the return...

Verified the following...
1. Fuel pump was indeed pushing fuel through the injection pump and out the top of the IP to the tank return.

Agreed... anywhere between 25K to 30K is the adjustment
As for the timing I would recommend bumping it some. This will net you better fuel milage and a little more performance.
