I'll answer myself, .60v with the plates closed is GMs spec. Just in case somebody else is stuck and also needs this information. The voltage should be stable, if not the tps is bad. The voltage will increase as the throttle is opened.- rock_doctor

I would not use a switch on GM glow plugs, they are rated for 6-volts. If you change them to 12-volt plugs then you can switch them on and just leave them on until you see the temp gauge move. Well unfortunately black smoke is normal for a mechanically fuel injected diesel. If you are getting tons of black smoke, you could change both the primary and secondary fuel filters (a rectangular one mounted in the engine compartment and round one on the frame). HOLY SH*T...UNbelievable
Excellent, mine is still sitting in the basement. I plan to (next year) replace the driver’s door (big rust spot on bottom), window seals, fender skirts, the rear tailgate pan and a complete paint job. The tailgate issue is very common. You can get the tailgate pan from several places. I got mine from LMCtruck for something like $120. mark- rock_doctor
