Fuel filter nightmare

Attempted to change the 99's fuel filter today and it felt like the cap was glued on. It took me 45 minutes to get it off, but I wasn't about to let it beat me!

I ended up cutting out a piece of the outside ring and using a hammer and punch, to get the cap to start turning.

I'm not sure why it got that tight. I only tighten them enough, to get a good seal.
