So I have a 1995 dodge 2500 4x4 12 valve cummins I changed the oil 300 miles ago along with head gasket front main and timing cover seal and valve cover gaskets. But today I noticed my oil drop a little so I checked the oil level it's down about 3qts it doesnt burn it. It's got a massive oil leak it's all over the front end when it's running it drips constantly but I can tell where it's coming from?

Clean it off, then go to searching. Being a Cummins, my first thought would be power steering/vacuum pump.

Cleaned it off twice but then it doesnt leak at idle when first started. Take it for a short drive just around the block and its everywhere again. Then its sits there leaking drops but you cant put head under it without getting covered in oil. Guess I could use a gopro mounted to the frame pointed up at it?

There is ultra violet die you can get at most parts stores. You will need to get a uv light and some yellow tinted glasses to see it. The die shows the leak like a neon sign. Just add the die to your oil and take it for a drive. They use the same kind of stuff for finding ac system leaks. The go pro idea isn't a bad one either.

I have a 94 and I did all that you did and then I had the p pump fail and that's when I found the tappet cover was leaking like a sieve. it is a rubber/silicone gasket that goes around the side/tappet cover and has bolt seals for the bolts that hold it to the side of the engine. I replaced the gasket when I had the p pump out and honestly I think you have to pull the p pump to get access to the first 2 bolts. Good Luck!

I once added oil and forgot to put my oil filler cap on tight. Driving down the road unseated the filler cap and covered the engine and underneath with oil.
Is your filler cap seated correctly?
Is the seal still there?
