HPOP leak?

Hello just picked up this 2000 F-250 powerstroke 4 wheel drive. Don't know much about it I bought it not running previous owner said he was told it had a high pressure oil leak. I can get it to crank over pretty fast but don't see any oil leaks.
Previous owner said it he could see it was leaking oil when they loaded on the tow truck. When he got home he added a gallon and 1/2 to it but it wouldn't start back up. Hasn't started since.
Can someone tell me how I should check the oil level in the hpop?
Also is there some place I can tap into the high pressure oil system to measure the pressure that the pump is putting out.? Thanks for any advice you can send my way. It has just been a while since I've had to work on the power stroke on 94 just keeps chugging along.

there's a fill plug at the top of the HPOP....remove, and oil level should be right to the top......
I pulled the plug stuck a rod in to check the level and it is down about 1" from the top of the pump case. is that a concern?

There's a couple plugs in the pressure rail in each head. With some hydraulics fittings and hose you can plumb in a gauge.
Thanks I see the plugs. Do you know the psi i should be looking for? what size gage I should use ?

I believe I used a 3500psi gauge, mechanical.

Edit: 1" down should be fine. It when it's empty, or darn near - that you'll have almost no chance of starting (depending on the reason).

That is normal...ish.
scan tool?
Oil pressure show on the dash gauge?
If it did in fact have a hp leak and has sat, it can take lots of cranking to get it to run again.

See if plugging in the block heater helps - it might.

My '97 had chronic starting issues. Could/would not built hpop pressure. It's like it got airlocked or lost suction, if it sat more than a day. New lpop made no difference. I ended up swapping the hpop and IPR, then it started a lot easier.
