Voltmeter and oil pressure gauges are both showing low

Both are about 1/4" left of center. I have checked the voltage at the battery (14.3) and have no reason to believe the oil pressure is really low since the needle does not move from the spot it's in cold or hot.

Is there an instrument cluster voltage regulator or something that can go bad here, or is there some other problem that can cause both gauges to be off?
