what I was getting at is 13-15psi is easily attainable with a fully functioning wastegate and that having yours blocked is costing you power. With a too small turbine housing and no way to release some drive pressure, back pressure is going to go through the roof and get worse the harder you push it.

Not with my turbo. The max with the rod adjusted as far as it would go was 9 psi on that truck. Thus the wastegate delete. It only sees higher boost levels when I'm playing around or when on the rollers. If I haul anything, the wastegate goes back into service.
