my fuel return line fitting on the filter is shooting fuel into the return line is this correct? I think the filter header is original to the truck(86) but the engine is a 94 7.3 NA.

Yeah, mine T's to the #1 injector. As long as it finds its way into the return lines you're good.

I capped the line at the fuel filter, 500 miles like that no problems yet.
the injector return line is tee-d into the 3/8 return line.
