It isn't just the RPM that needs to be taken into consideration. Same as a gasser, the timing can be advanced under light loads for better economy. That's what the retard arm does - it reduces timing under heavier loads (heavy throttle).

So i read up there are three soleinoids, one is the cold advance internal, and it says it ups the timing +6BTDC, what if you connected a switch to it so it was always on eliminating the need to rotate the pump? Or is this ******* the pump?

There is someone here that runs it full time (and shuts it off to retard timing when running propane) so it can be done. But he has the IP set up retarded for this to work. If you leave the truck at regular timing, plus use the advance solenoid you will be running way overadvanced when warm.

Either way you have to set the timing by turning the IP. (Unless of course you were already 6* retarded).
