Backing up, I have almost no power steering.

And, when going 35mph or more, when I slow down to turn a street corner, I almost completely lose power steering.

I have checked the fluid level, and the belt is tight. No leaks.

I know I am probably looking at a rebuild, at the least.

But is there a 'most likely' in this case? IOW: is it most often the pump, or the steering gear that goes out on these?

Pump is easier and cheaper to change first. Might not have enough pressure in the lower Rpms to steer correctly

I'm with Frank on this one. Sounds like the pump. Because the more rpms you have the more pressure you'll build, making it easier to steer

Not quite true. But the pump is probably worn out.
The power steering pump is a gear pump, it maintains a pressure all the time, excessive pressure is relieved thru a pressure relief. When you turn if there is not enough fluid volume (worn pump) the pressure will lower, relief valve closes, there may be enough pressure to turn slowly. The pumps are designed to produce enough volume at idle speed to operate the steering cylinder. Speeding up the RPM naturally will produce more volume and the resistance of turning raises the pressure.

Backing up, I have almost no power steering.
The pump is worn out. Not enough RPM to pump volume which lowers pressure, or the relief valve is stuck open.

The Saginaw pump has the oil reservoir on top of the pump, the C11 pump has the reservoir and fill like on the back of the pump.

But if you have the Ford integral power steering, that's a whole new ball game.
