I have found the following past recalls that appear to be applicable to my truck, new to me 9/2009. It looks like the ignition, brake caliper, and shimmy TSBs may be relevant. How can I determine if these are critical and/or if they were applied? The truck does have a front end shimmy.

TSB Number & Issue Date TSB Title
95S28 NOV 95 Recall - Ignition Switch Replacement
92S44 MAY 92 Recall - Brake Caliper Piston Insulator Installation

88S39SUPP2 APR 88 Recall - Supplement 2 Front End Shimmy
88S39SUPP1 MAR 88 Recall - Supplement I Front End Shimmy
88S39 FEB 88 Recall - Steering Shimmy Correction

Further, how can I get the text of these TSBs, my truck aft tank is suffering.

I should have the TSB's, I'll try to get them for you. But if you search "harpooned" tanks you'll find some info. M.L.S.C. has it listed in his signature.

APPLICATION
Model FORD LIGHT TRUCK: 1988 F-SERIES
Group: Fuel System
Bulletin No.: 88-1-20
Date: January 8, 1988
Symptom: Fuel Tank Slow to Fill
ISSUE
Slow to fill fuel tanks on F-Series vehicles equipped with a 6.9L or 7.3L diesel engine may be caused by the fuel filler pipe. The current filler pipe may not be large enough to accept the 1-3/16" diameter refueling nozzle used by some service stations.
ACTION
To correct this, install new fuel tank filler pipe that is large enough to accept the 1-3/16" diameter refueling nozzle. Refer to the fuel tank filler pipe application chart on this page for the correct service part.

SLOW FUEL FILL RATE - NEW FILLER PIPE
Install a new fuel fill pipe. The new fuel filler pipe has the following features:
 No fuel restrictor plate
 A raised inner funnel
 A larger diameter inner hose.
NOTE:EACH CHASSIS CAB MUST HAVE A NEW FUEL FILL PIPE AND FUEL FILL HOSE ASSEMBLY FOR EACH TANK. BEFORE ORDERING PART, DETERMINE WHETHER THE AFT OF AXLE TANK IS STEEL OR PLASTIC. THE FUEL FILL HOSE ASSEMBLY IS DIFFERENT FOR EACH TANK. THE FUEL FILL PIPE IS THE SAME FOR ALL TANKS.
