If you look close, the "helper" spring pack hits some mounts on the frame when the suspension starts to load. This makes it a little smoother when empty.
Yeah that looks like new springs and overloads with overload tabs. The overloads hit the tabs and take on weight as they add some stability. I have a similar setup on my truck, they really help with trailer sway and bounce. Here is a pic..
O ok cool, I just thought he got lazy and places another set of leaf springs over the original ones. can30 the leaf holder on the left in your pic looks open is that to allow for the leafs to move up and down?
If I understand how leaf packs work correctly, then that holder is just there to deter side to side movement. It might have some up and down movement allowance as well, but I am honestly not sure.
