I have an intermittent starting issue with 95 7.3L manual transmission. I replaced the clutch/starter safety switching thinking that was the problem as when I got it off and looked at it it was sticking open. When I am pushing the clutch to the floor to start nothing is happening when turning the key. Usually after cycling the key a few times and working the clutch in and out something connects and it starts. Where do I go next after the pedal switch?

Jump the two wires closest to the firewall. If that makes no difference, replace the relay on the fender.

Key on or off? The relay on the fender has 4 post with only 3 being used. Are all 4 suppose to be used?

Quite normal for that relay to go bad.
By jumping the wires on the clutch switch, do it with a paperclip or piece of wire. You will no longer need to depress the clutch to start.
You can jump the large terminals on the relay with the key on to start it.
