Front or rear tank? You can get the sending unit out of the front tank without having to remove the tank. The rear requires dropping the tank or removing the bed. I just replaced my sending units in my truck and the rear was a PITA. Be careful that you don't "pinch" the plastic fuel line on the front cross member when replacing the rear tank (like I almost did). The float may be stuck, but with the sender out, you can plug in the wiring and manually move the float while someone watches the gauge (with the key on) and see if the gauge is moving.

It it read empty all the time, I'd say to check the float for a pinhole. That's what the issue with my rear tank was. It would fill with fuel and just lay on the bottom of the tank.
