Fuel filter question

So I decided to change the fuel filter. The truck came with a spare fleetgaurd (with bowl ;Sweet) so I decided to put that on. Once i got it changed i went to our local O'Reilly to buy another spare. They wanted 35$ for a wix filter, and I just so happened to only have a 20 with me:mad:. So i ask what they have cheaper and he brings out a microgaurd filter. Well i never heard of them but the all knowing parts man told me they were re packaged purolators. From what I've herd of purolators is that they are a good filter, nothing bad about them but nothing to brag about either. So i hand him the $15 and head home. When i go to change the bowl over I look and there is a metal plate in the bottom of the filter:dunno. Its not clear at the bottom, just about 1/4 of and inch up. Fuel can still get around it but how is this gonna let water get to the bowl? The only thing i can figure is that unlike the napa which lets the water fall through before being filtered, this one makes the water go through the filter paper then it falls to the bottom. Any ideas?
