Engine Stalling

Ok, so I'm posting for a friend that has a '99 F250. She has a weird problem that I'm not understanding and that the local NAPA can't figure out for her either. When it rains and she turns on the windshield wipers, the truck tries stalling and she said it has died a time or two. If she stops at a stop sign and turns the truck off for a minute then restarts, says it runs fine until she has to use the wipers again. Currently in western Wa and it's still winter so she's hating the problem combined with our frequent drizzles. Any ideas?

sounds like there may be a problem with the multifunction switch(turn signal washer lever) or I know on the OBS they had a bundle of wires in the stering column that sometimes would chaf some wires bare causing all kinds of similiar problems

I'll give the input on the CPS but not sure but not sure how it could be related to the wipers. I thought about wires grounding somewhere coming from the switch, but kind of figured it would pop a fuse before it would stall the engine, wouldn't it? Unless maybe it's the wiper wires jumping with the ignition wires?
