Electrical issue

I need help. My battery went dead last week and I replaced it with a new one. When I went to start it my starter stayed engaged and when I shut it off my starter kept spinning, I had to unhook the battery. I replaced the starter and it seem to be doing the same thing. When I go to hook up the battery the cable it's like I am touching the positive and negative terminals. I'm not sure where to look now, help!

By the way it is a 89 D350.

I would guess the starter signal wire is put on wrong. At the solenoid it should be on its own side. All other wires go to the other big post

Turned out to be the starter relay.
