This ia an interesting questions with more than one correct answer. The most important thing to do is prefill it with something but fill only thru the small outside holes in the filter. Doing that will allow the filter to act on whats poured into it. Adding any fluid directly to the big center hole defeats the purpose of filtering the fuel or fluid added. Its the small dirt you can't see in th fluid that ruins the injection upmps fast. I have an electric lift pump so prefilling is not needed but I do add some ATF just to help out the pump. Just remember to allow the filter to do its job and don't crank longer than 15 seconds if the engine starts and dies. Thats a sign you have air in the filter and the pump now. Look at you filter head. Is there a line off the top of it to the return system. If so thats the air bleeder and it will bleed trapped air till it sees fuel. Then the spring in it will close a ball on a seat. Nice to have but not a necessary item. My truck ran well over 300,000 miles without that valve. It was harder to bleed but it was possible.
