Can't adjust c6 shift points?

This is the idea. The "push rod" can be adjusted on adjustable vacuum modulators since it allows you to adjust how far its being pushed in without vacuum. If it's in too far for too long, the transmission assumes there isn't enough vacuum. At least that's how I understand it. If the rod is shorter or adjusted out more, it takes less vacuum to pull it out from the "throttle valve".
