Air intrusion?

I was gonna start fixing up my filter head. I took off my brand new filter and seen it was only half full. Maybe this is why its harder then heck to start. I know the fuel heat is leaking. I got it all apart and found out the fuel heater wasnt even doing anything because that element was broken from where the wire plugs in. I suppose for now Im going to re install everything and silicone up the fuel heater. Where should I put on the silicone? Where the piece fits up into the filter head? I want to make sure it dont leak.

I also plan on replacing the Olives on the two lines going to the filter head since I have some from previous trucks.
