So stupid old me took the truck down to a local shop to do a motor swap while I did a left knee replacement.
I won't mention the used glow plugs installed fiasco or the wires left disconnected. . . Nor the grease stain on the front seat or the paint chip on the front fender. Or the ...
The list is tooo long to go into.
Got the truck back and working on un-bugging it. Looking at the injector pump timing marks, they seem to be about 1/2 the width of a dime away from each other.
Cold start is a start and die 3X before it finally continues to run. It also seems to nearly be kicking back as it tries to start.
So, I believe he timing is supposed to be set at 2,000 RPM and 'X' degrees. This gets into a pulse adapter for about $170. Unless I take it to the other local diesel shop.
EVERYTHING on this truck is either rebuilt or new. No reason why the stock setting should not develop the most power from my limited point of view.

Yes. As I am retired, I have no reason not to go down to the local court house and file the small claims paperwork. Another chapter in my life.

Opinions on setting timing?
Thanks in advance!

The engines with a turbo seem to like less timing advance than N/A engines do. Usually, 7*-8* is a good place to start. Each one is an individual though. Yours may like more or less timing. Is this the same pump and injectors that were in your other engine? Once it starts, does it smoke a lot? Hopefully, they didn't pull off the IP cover and then put it back with the gear timing being off. The start and die usually means air in the fuel system. Especially if it starts fine after it's warmed up, but not while it's cold.

I gave then a long block from Promar. They gave me back a long pain. . .
This truck has gone about 1500 miles in 9 months.
The injectors are about 7 months old and the Injection pump is about a month old.
As I just got the glow plugs reworked tonight and started the first time, I will check the smoke again tomorrow.
I need to drive the truck over to a body shop for the paint chip estimate and will go from there.
This ought'a be entertaining.
Air in the system is a thought and I believe I know of a cure for that problem.

If it's getting air in the fuel system, it will probably smoke for a while and then clear up. If the gear timing's off, the smoke won't clear up. It also won't have much power.

I have a Tach-n-Time, and both mag pickup and a serious timing light. After I put in a fresh engine I had the timing all over the place. I finally settled on a spot that happens to be no rattle after warm up. I could have done that without all the gear.
