7.3 fuel heater Problem

I dont think my fuel heater is working, I changed the filter and i check ohms on the heater and got nothing, but i checked the wire and got ohms and voltage. What r the symtoms of a bad fuel heater? It's a miricle it starts in the winter, I keep everything up on it, it's only a 95k truck, where would i get a fuel heater for her?
