If water enters by airfilter, before starting, do what?
Most likely your good to cowl seal is cracked or missing. I think they are available new. Google is your friend. Nice catch by the way. Easier to get the water out of your engine than fixing a bent connecting rod.- lotzagoodstuff

Drove 4 miles with starter stuck on
I'm in complete agreement with your shock that the starter still works. It would be interesting to see if a rebuild shop could go through the starter and solenoid to see if there's anything "telling". In the mean time: pretty sweet karma that it got you home!- lotzagoodstuff

Valley pan plug alternative/replacement?
Your memory is pretty good Russ. 3/4-16 is -8 SAE oring boss thread. Should be a Parker 8 HP50N-S if you want the "hollow hex plug" design with the sunken hex.- lotzagoodstuff

What would you check
You could also think about upgrading the rocker arms to the 7.3 style. You could get lucky and find out that the guy who rebuilt it already did the upgrade (fingers crossed for you).- lotzagoodstuff

7.3 IDI Turbo fuel mileage after tuned up?
Have you set the timing on your current pump yet? I’d set the timing, run a filter full of ATF and then a high dose of Hot Shot, and then get a good baseline. 11 mpg sounds a little low, but not really with a E4OD and 35” tall tires (especially if the tires are wider than stock). Both of those should be a six bolt opening, but the drive gear, driven gear, arrangement and output may all need to be changed for your application. 7.3 IDI won't stay running
Nothing wrong with filling your filter with straight Diesel Kleen. Most folks changing a filter will fill up the new filter with Diesel Kleen or ATF, either one works just fine to run any IDI.- lotzagoodstuff

Potential but or money pit
If you can buy a new short or long block and you either run the right coolant and monitor the oil cooler temps, 6.0 PSDs can be very dependable even without studs. Just wondering: why not just slowly unscrew the filter housing and carefully mop up whatever comes out as you pull the filter out with the lid? That way you don’t use the drain valve at all. Swapping a PSD is a lot more work due to the electronics.
