http://www.oilburners.net/forums/showthread.php?71124-Resealing-plate-behind-water-pump&highlight=

this has got to be the worst part on these engines.
i had to do the same, and i found it easier to tear the entire front cover apart to get the gear correct.
i even bought a bore scope to see if i could get it right, no dice...

ended up tearing the front cover apart, and with the timing gear cover off, i installed the IP gear housing , with the IP bolted in, and i ran a bolt throught the front cover plate and locking the gear in place...
pulling the IP gear cover and then reinstalling everything.
heres another thread, its long winded but read it from say, page 5 or 6...

good luck

You can remove the gear cover after you have removed the injection pump. The pump can be removed with all the injection lines attached. Remove the lemon shaped plate on the front of the gear housing to access the three 12 point bolts holding the gear to the IP. Bar the engine over to line up the TDC mark on the crank damper. You may have to clean the damper to see the line. When #1 is at TDC the alignment dowel between the IP and gear will be at about 4:00. If not, rotate engine another rotation, until dowel is at 4:00. All this does is align the timing marks so you have a chance to return the gear in the correct orientation if it is moved for some reason. Once the gear cover is removed the gear is just sitting there and if not taken out the timing should not be affected. It may be a PITA to clean the mating surface with the gear in place. If you want to remove it mark the gear on each side at the block. The "y" timing mark should be at the bottom. The factory manual shows drawing a vertical line from the timing mark. I think I would lay a straightedge across the block and C clamp it to the gear to be sure it went back in the same as it came out.

To remove IP, remove the three 12 point bolts on the gear and the three nuts on the back of the gear cover. You may need to get creative to get the three nuts off. I ground down a curved obstruction wrench.
The 12 point bolts are torqued to 25 ft-lb. The gear cover bolts are torqued to 14 ft-lb with thread sealant on the threads.
