I found a 99 2WD CC Dually, 77000 miles, PSD, 6spd, goosneck hitch, white/gray cloth, Arizona truck at a Ford dealer for 19,900 right now. I didn't even try to haggle the price down yet. I'm gonna go back again on monday and actually open the hood and look more into it and also find out if its an early or late 99. It drove pretty good, we shall see. Thanks.

I'd say that's a little high going by the Blue Book value. Of course that's a pre-haggle price like you said. :D I checked it as an XLT and the RETAIL value was $20,660. The trade in value is $15,025 if it's in excellent condition. I don't think you should pay more than around $16,500.
