You admitted the cause of your problem in one of your posts, and a couple of people caught it. I will repeat it; You cannot clean contaminated brake shoes off and make them work. They get soaked with oil and you can't get it out. Once they get hot the old oil oozes out and they get gummy and grab.
If you are really cheap, the only way I have been able to make them work half-way after a brake fluid or oil episode, is to take a torch and carefully heat them to drive the oil out. It's a stinky mess, you have to keep scraping the the fried oil off. But I was in a situation at a plant where they were down and I had to do something to get them going.
