No start, low mile 6.9

This is the one with the apparent falling on its face after a mile of driving.

It cranked and cranked and cranked with nothing. Fired once or twice for a second or two, then died and never started again without ether. This thing is going to burn up my GPs if it does this again. Im seriously thinking its the lift pump.
What all is involved in installing an electric pump? How do you guys block off the old opening?

I hear that most people use a chevy block off plate. An electric pump should be mounted as close to the tank as possible.
