Too much going on--too many possible issues. Start with the simple stuff and make sure that variable is correct before moving on.
I would verify that the injectors are getting fuel. I do this by removing a couple of line from the top of injectors, and position a clean piece of paper under them. Cranking the engine for 10-15 seconds should give you a couple of wet spots on the paper. If not, there is air in the fuel system--a not uncommon problem.
Other things to investigate--
Are the injectors delivering fuel? You could pull a couple and use the same paper test as described above.
Is the starter turning the engine over fast enough?
Fix the glow plugs--IDIs need a functioning GP system to start. If your harness is toast, fabricate one with a relay ( Very Heavy Duty) and a push button inside the cab for turning them on.
If all this checks out, then you need to verify IP timing. You wouldn't be the first person who messed that up changing an IP.
