It is a 1999 DODGE RAM 2500, 24v diesel, 4wd, leather interior, its got a 5" lift, 35"tires, 4" exhaust, K&N intake, stage 3 injectors, edge comp box, upgraded trans by DTT, keyless entry, The only drawback is it just turned 100k miles. its in great shape.
I think I could probably get it for $17500 maybe 17k
what do you think??

Sounds like it is in the ball park on price, dont worry but the 100k as thats just broke in, motor life on the Cummins is expected to be 300k, some have run them over a million miles.

Cheers, Kevin

Check www.nada.com for your area.
Find out how much of the tranny is DTT. Contact the installer if you can.
Is it a quad cab? LB or SB?
Check the fuel pressure if possible. Make sure they aren't dumping one with a VP44 on the way out.
Pull the intake hose off the turbo, has the KN intake leaked? Look for buildup on the intake blades. Try to wiggle the turbo shaft, it shouldn't have any play whatsoever.
Look at the underside of the radiator cap and oil cap, they shouldn't have anything milky in color.
Check the side of the block just above the oil pan at the front on the drivers side. If you see a large '53' imprinted there, check the passenger side around cylinder's 4,5,6 for any seapage of coolant. If no seapage, check the block in that area for any abnormal roughness. This could be one of the bad 53's if you find this. Cracking has occured the most in trucks that have pulled real heavy during it's life or is heavily modified (over 450 hp).

If all this looks good, like Kev says, 100k is nothing to worry about.
